Outlook 2003 becoming unreliable

I'm having a problem with my Outlook 2003 suddenly becoming unreliable. I have about a half-dozen e-mail accounts managed through Outlook and at various times Outlook will report that it either can't access mail from, or send mail to one or more of these accounts.

I've confirmed with my ISP that the accounts are fine, and when I run the Outlook account "test" everything checks out okay.

Here's the really annoying part: I've tried running Outlook's detect and repair tool, but it always hangs on the following error:

"Installation Error: File not Found

A required installation file ZF612707.CAB could not be found"

I have the original Office 2003 DVD in the drive, but apparently there's no "ZF612707.CAB" to be found (I've tried searching for it manually as well). Also, when I Google "ZF612707.CAB", I find that lots of other folks are having the same issue, but no solutions. What the heck is ZF612707.CAB? Is detect and repair what I should be doing in the first place? Can anybody help?
