Hvw you tried shutting it down completely...how about turning off the monitor completely?

The only thing I can think of is monitor burn-in, but that's so rare these days.

Try using System Restore, restore back to a time before the problem started.

WE tried everything above to no advantage. We tried the restore, but it would only go back to 2hours ago. Then we tried a repair on windows XP, and still nothing. We tried a diffrent monitor, and also a diffrent video card? What could the problem be, should i reinstall Windows XP?
