The icons on my desktop are coming out with an outline of the desktop background colour, instead of blending onto my desktop. I have not changed any settings on my PC.

Control Panel > System
Advanced tab > Performance section > Settings
Click "Use drop shadows for icon labels on the desktop option"

I've tried that but the situation is still the same. what could have caused the change as I did not change the settings and noone else uses my PC, also I have noticed that I am failing to Restore my system to an earlier date, it goes through the restoration process normally, then when you login it tells you "Unable to complete restore"

try rt click on empty space on desktop>propeties>appearance>effects>uncheck show shadows under menus

Go to display properties and select desktop, then click customize desktop. Next, select web and remove any tick marks on the "web pages"-box.
