" ...hp recovery page..."

What model do you have ?

Go here:
Scroll down a bit.
Look for the similar label on the outside of your computer.
Quote the specific model number - that's at the end of the first line.
Quote the Product number - that's on the third line.

How are you accessing this " ...hp recovery page..." ?

Did you access it while booting the computer ?
(The option to access it is built into the bios version)

Or - did you insert a HP Recovery CD, and if so, what is the labeling on the CD ?

When I search the web with: oute32.dll
the only significant "hits" I get are for your post on this web site.
Did you make a typo ?

The ONLY OUT*.DLL files I have on my XP installation are

They're all in the folder

Are you able to get into Windows when you try booting the computer normally despite the error ?

If no, have you tried loading Windows Safe mode ?

Press F8 repeatedly while booting, don't hold down the key, and when the Windows loading choices menu appears, choose Safe mode or Safe mode with networking
