Is it possible to change the order of actions (ie. Open, Save, etc) in a dialog box so as to place the most frequently used options at the top (ie Delete right after Open) so that I don't have to scroll down to get to it?

Are you talking about the Context Menu ???
The one that shows when a file is right clicked on ???

I would not want the word 'DELETE' next to the word OPEN.
What if I click the wrong word by mistake, like many persons would do. ???

Yes I am talking about the 'right Click' menu. I understand your point about deleting by mistake, but I could live with that risk to avoid having to scroll down everytime I need to delete.
