optical drives not recognize any media

Specs: Windows XP
I am running windows XP home with all the latest updates. I have 2 optical drives that will not recognize any media until AFTER I start Nero, then both drives work flawlessly.
I have checked Device manager-no problems
Removed the upper and lower filters-no effect
Uninstalled and reinstalled drivers-no effect
Checked all of the auto run and auto play registry entries- all good.
Immediately after starting Nero both drives work perfectly.
Before Nero is started both drives think that what was inserted was blank media. The same media plays perfectly after Nero starts.
This condition started after a major system crash and eventual system restoration. Before that everything was working fine. Also before the big system crash I was using final uninstaller to remove many program remnants.
I have spent days researching this and any suggestions or help would be greatly appreciated.

The media you are using are they burned disks or store bought? If burned it sounds like the sessions on the CDs have not been closed.

the disks that are not recognized are both store bought and recorded. But like I said after Nero starts all the disks play just fine. But without Nero, they only see blank disks.
This is really importatnt to me because I need them to work during boot up to recover a drive.
