Optical drive not present in Windows XP Home

Specs: Windows XP
I recently added a hard drive to my daughter's computer. I put it as a slave on the primary IDE. I have a Lite-On Optical drive as master on the Secondary IDE. BIOS sees the Lite-On, but Windows XP does not. Could there be aother thing I am missing?

I disconnected the power from the second hard drive, and the Optical drive still did not appear in Windows XP.

Check in bios whether the optical drive shows up.
Do you have a bootable CD? Try to boot from it. At least that will tell you whether you have a hardware or software problem.

I would suspect the data cable for the secondary IDE channel. Try re-seating both ends of it.
