You cant, not without putting the computer back into the same state it is now which would defeat the object of a format and reinstall.
To do it properly you need an instalaltion CD.

With most laptops and Toshiba is no different you have 2 methods.
1. Recovery disks (Toshiba uses this method, includes OS, drivers and initial software load). This method does not require entering the license key since an factory authorized default for the model is coded into the CD/DVD.
2. Install using OEM Windows disk, version to match the COA sticker on the base. This requires downloading all drivers manually from the Toshiba website.
If you have the recovery disk this is the quickest way to ensure that all the required drivers have been installed correctly.

Consider using ntbackup to start. You can then select what you want later.
Could use a "repair" using anyone's cd. It would clear registry and you'd have to delete the stuff that way. Apply latest service pack and firewall, a/v and antimalware programs next.
