Opening ports with cmd

Specs: wind xp sp2, 1.80ghz/128mb

I've been trying to open a port and so far I've done the port forwarding on the router and added the port to the exception list on windows firewall. The last time I had to do this on my computer, I got things to work when I typed a command into the cmd window. It went something like "/netish/k/firewall opening addport." I'm not sure if that command is right, but that is more or less what it was. Does anyone know the exact command?
