Product: Dell Dimension e510 desktop

Son's PC is nothing but errors on the desktop.
I can't get on the internet to download tools to
fix it, so far not able to slick it, just keep
getting rundll32 errors and stuck on desktop.
When I try to go delete the partition I still get
an error...where do I start? Is it time for a new
hard drive to start over with?

Of course, you can't delete the system partition while you are in it; Windows will not do that. Also, the nothing but errors part is not as clear as you intended. However, since it seems like you are wanting to start all over, the proper way to do that involves your Windows or System Recovery media.
