Offline files slow link detection

I have an XP laptop which has offline files sync for my data and a roaming profile. The slow link detection threshold is set to 500Kbs. I have SP1 installed and hot fix 328293 applied to resolve the "close open files" issue. When I am on a remote site with a 128Kbs link the system does it slow link detection test, confirms that it is a slow link, and does not load the roaming profile but it always syncs the offline files. any ideas?
