Off and on Freezes playing games

While im playing a game just about anygame even flash games about every 1-5 mins it will freeze up the frame rate will drop to about 1 a sec and the sound will slow down for about 10-30 secs then go back to normal and often loses my dail up connection, when it 1st started happening it would only do it about ever 10-45 mins then it got worst and went down to what it is now so i reinstalled windows and it still did it and it never did this befor. about the onlything i can play is rom games and if i speed up the game speed it will start to frezze up just like it normaly does.
