hi,
i have been struggling with exactly the same problem myself!!! The fix on the KB is to boot into safe mode (ONLY) and log in as Administrator, then delete the following keys:
HKEY_USERS\.DEFAULT\Software\Microsoft\Cryptography\Providers
HKEY_USERS\S-1-5-20\Software\Microsoft\Cryptography\ProvidersAlso:
HKLM\Software\Microsoft\Cryptography\Defaults\Provider
In each key under the Provider key, change the drive letter in the ImagePath value setting to match the new drive letter for the system drive. But my system doesn't have the Cryptography keys, and the system drive path is correct!!
If anyone has any info, please could you email me/post here (preferably email). I would greatly appreciate it.
With thanks,
John

It has been my experience to copy OEMBIOS.BI_ from \I386 on the Windows XP installation media to %SYSTEMROOT%\System32\oembios.bin on the target machine.
To do this:
1) Boot to Safe Mode with Command Prompt (hold down F8 while booting to get the menu choices). Logon as Administrator.
2) Insert the CD-ROM from which you installed Windows XP (assumed to be drive letter D).
3) At the command prompt type the following: copy D:\I386\OEMBIOS.BI_ %SYSTEMROOT%\System32\oembios.bin
4) Reboot your machine.
I have done this on my own systems after clean installs that I could not logon or on installs where oembios.bin could not be read from the install media.
