Typically most systems arrive these days with recovery disks - and sometimes not; seldom with a full version CD? Did this system arrive with a recovery CD; or were you advised/encouraged to make a recovery disk as soon as the system arrived (and did you...)?

Don't try to format, Just let it install, making sure your CD drive is set to first bootable.

Typically an Acer (an many other current systems) will have two partitions on the drive; a small one at start of the drive, and the "main" partition. The small one is used in conjuction with a recovery disk has a couple of items/files there, but not much else; the larger/main one is the one to which the OS is installed - and typically is designated " c: ".
Using a recovery CD does require that small partition to be present and undamaged...
To use the recovery CD one does not have to be able to boot into the OS.. That is that is the whole point of that CD...
These two links detail the how to use etc. such a CD...

This link discusses a situation where the user "deleted" that recovery info partition...

and this link "may" be useful for resources etc...?

Your machine is just like mine, I think. They are both governed by Acer e-recovery, in that, only acer e-recovery formats and reinstalls your windows drive. Hence my suggesting the acer support site. I've never come across that problem before, and so have no other solutions. If you find the support site of no use, which does'nt supprise me, then take your machine to your nearest acer outlet, or call them.

The first link I offered is the Acer "how to go about it..." advisory...; inadvertantly posted the link twice in my response...
A general trawl (google/yahoo etc..) for:
how to use an acer aspire recovery disk
or:
how to use an acer recovery disk
will bring up the links I posted, and numerous others discussing the how to etc...

If "someone" installed a standard (M$) XP version for - rather than one provided/badged by Acer... then likely the assorted Acer add-ins/utils will not work... As I understand it either they are automatically installed via the Acer recovery disk(s), or possibly you can manually re-install them...?
If you have any of the original (Acer badged) disks... they may haave the missing software which you can re-install? Otherwise it is often possible to get them off the web; though possibly there will be wee charge from whomever for the?
Possibly the following links may allow you secure them afresh?
