NTLDR missing.?

OS: winxp pro.
CPU/Ram: celeron 900/ 128MB

I'm trying to so a clean install of windowsxp pro. but every time I try to but the pc with or without the xp-CD, I first get a blank black screen telling me to press any key, & when I do, I get the following, "NTLDR missing", press ctrl +alt + del to re-start your computer. when I do, I keep getting the same thing over N over.
any suggestions.?

Go into the BIOS to set the CD ROM as the first boot device and once saved exit BIOS.
Insert the XP CD and it should then work better.

But can you tell me what NTLDR is.?
Mainly because I'm doing another computer & the same thing is popping up but I already have the CDrom set as the first boot device.
