I am trying to burn a cd with NTI CD-maker (because other programs on my computer are not working. and I get this error .

I don't know the exact meaning of the error message, but I do know that NTI requires the installation of a separate MP3 decoder as a plugin before it will burn MP3 files.
Did you install that plugin? If not, then that might be the reason NTI is complaining.
