I always format to the NTFS file system before installing windows 2k/xp. It's more stable for a start. If you format to FAT 32 and install XP you'll probably get annoying messages coming up as windows is loading. Some scandisk program I think which doesn't happen with NTFS.

If you plan to keep XP format to NTFS, if not format to FAT 32. When the partition is formatted to NTFS it is a bit of a job getting it back to FAT 32, but can be done. Just hassle you could do without.

If you want any OS on the disk like 95 or 98 you must use FAT32. Ntfs is more secure but not warrented is it is an at home unit.
