Comment:

I go to properties on the taskbar > customize
on certain icons I click "always hide" and they are hidden
If I just reboot they stay hidden
If I shut down and restart the icons are back
how do I keep the ones I want hidden from showing again

Thank you, Mesu

Mesu, SWAG, dunno for sure if this'll work? Sounds to me like you're altering your per session settings fine, but not the permanent ones.
Make the changes you want, then exit using 'file' (upper left) rather than the handier 'X' (only needs to be done once). Windows will 'remember' your settings.

You can do Start, then RUN, then type
msconfig
Then uncheck items in the Startup tab.

To find out what each Startup(or Process) item
does or means, and any recommendation as to if you should close the process:

I've battled this for some time now and came to the conclusion that XP has a problem with remembering the settings for some reason. It remembers it but can't make it stick should be more like it. For me, if I see an icon that is supposed to be hidden, I go to taskbar > customize, find the icon, click the down arrow and the correct(previous) setting will automatically pop into the menulist but if I click the menulist arrow on the icon below that one, I notice that the icon I have just changed will then change back to the unwanted state. The only way that I have found to keep the settings for an extended amount of time is to edit and save one at a time. In other words edit/save and close properties window then re-open and do the same for all. As for the above suggestions, I see no 'file' (upper left) in the customize dialog and the uncheck items in the Startup tab would not be an option for me. I need them running but just don't need the icon in the tray notify area and as luck would have it the items don't give me that option in their settings.

GregS and others having this problem here's something you can try. After you set up your icons in the Notification area of the Taskbar the way you want them, go to the link below and scroll down to line 54 (right column) and click on "Save Settings on Exit" to download a reg file fix.
Save the REG File to your hard disk. Double click it and answer yes to the import prompt. It may correct the problem and it's worth a try.

Note that this is for Windows XP.

Tufenuf, this is interesting. I looked at Kelly's reg file and compared it with what I have in my registry. I'm missing the "SystemTray"="SysTray.Exe" and I have a different size for the "BagMRU Size". Could this be the problem? Also, just for clarity, what is the dash for that is in front of [-HKEY_CURRENT_USER\Software\Microsoft\Windows\ShellNoRoam\BagMRU]? I'm assuming it's to clear it so as to start afresh.
