Have you rebooted? What's your pagefile configuration?

You should be saying how much RAM memory you have.

To have more RAM available at startup,
You can do Start, then RUN, then type
msconfig
Then uncheck items in the Startup tab.

To find out what each Startup(or Process) item
does or means, and any recommendation as to if you should close the process:

When you open, then close programs,
programs may not free up RAM memory.
That is called "Memory Leak".
Restarting computer will clear out its RAM memory.
OR
install more RAM memory.

Try the following fix (it worked for many users having same problem with M$ Paint):

1. Close any/all instances of M$ Paint.
2. Start/run regedit, navigate to this key:

HKEY_CURRENT_USER\Software\Microsoft\Windows\Current Version\Applets\Paint

4. Hightlight (click on it) that key and delete it.
5. Close the registry editor
6. Reopen M$ Paint.

Let us know if this work for you too.
