Well, do you have these system requirements met?
This is from:

http://www.ultimate-gamer.com/halflife2/hl2.htm

minimum System Configuration

1.2 GHz Processor
256MB RAM
DirectX 7 capable graphics card
Windows 2000/XP/ME/98
Mouse
Keyboard
Internet Connection

Preferred System Configuration

2.4 GHz Processor
512MB RAM
DirectX 9 capable graphics card 256mb
Windows 2000/XP/ME/98
Mouse
Keyboard
Internet Connection

If you do, then its probably a 'paging file' issue.

Try going to CTRL+ALT+DELETE and closing a few unnecessary programs running, if not, Uninstall any other programs that you don't use... that should fix it, if not, reinstall STEAM.

Nine times out of ten these dumb messages really refer to hard drive space, where the swap file doesn't have enough room to open becasue the hard drive is packed.

Safe Mode is always laggy, but you found the problem doesnt exist in safe mode. Good

Now you've gotta figure which 'STARTUP' program is killing your system.

Refer to blackviper.com for a list of processes that ARE and ARE NOT advisable to run.
