Not all ALL PROGRAMS are showing

Like to run Screen 800x600. In this setting not all ALL PROGRAMS are visible. They do show up in 1024x768. Is there a Way to make them visible in 800x600?

In 800x600 resolution I think you can only click on the double arrow on the top & bottom of the All Programs pane It will expand the menu.

Silly question maybe, but was this the same after rebooting? I assume you mean the menu's at start button>All Programs.
