Not Able To Open Some Programs

I have a problem with two programs that I know about that won't open. When I try I get the following message ...
"Audio/Video Conference Software has encountered a problem and needs to close. We are sorry for the inconvenience."
The program doesn't even get fully open and closes. On one of these I uninstalled and reinstalled but still got the same error.

Un-install the two programs and then navigate to C:/programs and delete the folder of the program. Then reinstall it and it should fully install a fresh version of the program.
If you still have issues with it then more than likely there is some security program interfering with the operation. Or there is some service disabled in services that is keeping it from starting!

I tried what you suggested but I'm still getting the same exact problem.
FWIW, both programs are related to audio. One is Audacity and the other is Audio/Video Conference. I don't know if there is a connection there or not but I offer it in hopes that it proves useful.
