Not able to create password

I created a new user account with administrator access. When I tried to create a password for that account, it said that: "Windows could not change the password".

Also when attempting to use the 'new account', there is a message which says, "Windows could not find the related file".

Any ideas as to how I might overcome this minor glitch?

Try booting into safe mode and login as the administrator and try change passwords from there.

Tried booting to 'Safe Mode' to no avail but thank you all the same.

I'm trying to create a password and the system is telling me it "Can't change the password"
