norton uninstall problems

I'm asking this question for my brother so I'll tell you what he told me happened and see if anyone knows what the problem is. He said he uninstalled Norton Internet Security and now all his programs are locking him out. He said something about a password but I'm not sure what he meant and was hoping someone here knows what I'm talking about. He said his computer locks up and he can't really use it now. Is there a fix for this?

Download and run "SymNRT" from symantec.com
This little program will remove everything left behind by Norton programs.
