Non-responsive Desktop

A few minutes after logging in to my computer, I lose keyboard/mouse control of my desktop. All icons disappear, the lower tool bar is gone, but the wallpper remains. If I have applications open, I can continue to work in them, but if I exit them, I have no way to reopen it. Control is restored when I log off the administrator and then log back in, but again after a short period, I again lose control. I currently have not desktop control. What's happening?
