No Task Manager Nav Bar

I had a bug called Noooh and I removed it thanks to this tut - http://tinyurl.com/3ko98o . Now I'm still having task manager problems as when I open TM I dont have any operation tabs or navigation bars (like File, Options, View, Help) It should be this - http://tinyurl.com/3quhdv But is this - http://i31.tinypic.com/1zg96s7.png

Task Manager Menu Bar and Tabs Are Not Visible Apparently your Task Manager is running in Tiny Footprint mode. To switch Task Manager to its normal display mode, double-click the top border of the window. Jabbering Idiots: Everywhere You Look!

Summary: I just installed XP pro which went surprisingly smooth. Tho only problem I have now is i get no task manager when pressing ctr alt del to try to end tasks. All i get is a bunch of little green squares...

Summary: When I Ctrl*Alt*Delete, the Task Manager comes up but I has no Title Bar or and of the Tabs to choose from(Processes, Apps, Networking, etc). If I keep hitting C+A+D, it will just keeping opening up ...

Summary: when i try to access task manager either through 'ctrl+alt+del' or 'Run:C:\WINDOWS\Taskmanager.exe' nothing happens except the timer breifly appearing next to the pointer. Any ideas? ...
