No Tabs in Display Properties

I have read posts on this before and checked out the help on the Microsoft support page, but none of it works. Most of the posts are because of an upgrade from Windows 98 to Windows XP and I did not do this. This problem had not been around for months until 1 day it started happening. I must have done something to start it and cannot remember what and I cannot perform a system restore. It is also not that the tabs are missing, but they are invisible. I can tab to them and then choose with Right and Left arrows. I just wish I could see them again as this is a very annoying problem.
