no System Restore even in Safe Mode

Right click on My Computer. Choose Properties. Click the System Restore tab. Check to see if the box for "Turn off System Restore no all drives" is checked. If it is, there will be no restore points. If you want it enabled (seems that way) then remove the check mark.
