no startup/taskbar after reformat

Basically what the subject says i used my restore disc to correct a problem (This is the first time I've had to reformat) and I get a desktop screen, but I have no startup menu or taskbar after i did it. Any suggestions ideas solutions please help me. Oh and Msn messenger refuses to work because it says I'm not connect to the internet but i am any idea on that one too?

Try creating a new account and see if this has a taskbar. This is usually the sympton of a corrupt account. Read this M$ article http://support.microsoft.com/?id=318027
