No Start Menu/Task Bar

I recently ran a registry cleaning program. Right before I did in, I set a system restore point. There are a couple problems after running the registry cleaner, so I want to restore.
How can I restore without the start menu (one of the problems that occurred after running the registry cleaner)? I don't have access to Search, Run, System Tools etc. I can get to My Computer by going through the trash bin.

That was really strange...
When I did the above, I got the error message:
System Restore is unable to protect your system. Please restart your system and run System Restore again.

When I restart and run it again, it just does the same thing.

This is resolved.
The registry cleaner I used backed up everything, and I was able to access it.

open the taks manager ( Ctrl+Alt +Del) and then click file and new task. and then look for system restore in the windows folder. C:\WINDOWS\system32\Restore that's the folder in which i founded in my pc
