no programs load up on request

computer loads up normally, however, when i wish to load up a program, none load-up...what so ever i was able to go through safe mode an system restore....as expected that did nothing. i can not run any anti-virus scans as programs dont load up. ive tried re-installing xp but it says it will take 51 minutes to prepare...6 hours later it remains the same. ive dun msconfig an no programs now run wenstarting up...

Are you saying the reinstallation begins, but then simply freezes? In other words, you're stuck with a partial installation and can't move beyond it. Or the reinstallation completed after 6 hours, but programs will still not load?
Please clarify with more information.
