No page to display error on IE

Occasionally I get this error that causes my Internet Explorer to pop up an endless supply of a web page that says "no page to display" the only way to stop it is to open task manager and end process on IEXPLORER.exe. This is one of two addresses that sometimes appears on the address bar, http://mediamgr.ugo.com/html.ng/size=728x90&affiliate=computing&chann
el=tech&subchannel=tech&Network=affiliates&rating=g. Making it a restricted site or blocking the cookie has no effect and it has not showed up on ad aware. It is extremely annoying and it must be stopped please respond if you have had this error before and have a way to solve it please!
