No Onboard NIC or DVDRW on reboot

I have an interesting issue which I believe to be hardware related but here goes. I built this PC over a year ago and have had no issues til recently. If I reboot from OS the onboard Nic and the DVD_RW (which is set as secondary master with no slave present) will not show up even at POST. However if I power down Either with OS or by power switch the Nic and DVD show up and work just fine. Any Ideas? I have already set the NIC to NOT Wake On Lan as I thought that might help but to no avail. This is not overclocked in anyway and the only other hardware is as follows; MSI geforce 4 TI 4600 Aver Media TV Studio Promise ata133 Raid card with 2 40gig Seagates set to stripe (both set as master one per channel)
