No Onboard NIC or DVDRW on reboot

I have an interesting issue which I believe to be hardware related but here goes. I built this PC over a year ago and have had no issues til recently. If I reboot from OS the onboard Nic and the DVD_RW (which is set as secondary master with no slave present) will not show up even at POST. However if I power down Either with OS or by power switch the Nic and DVD show up and work just fine. Any Ideas? I have already set the NIC to NOT Wake On Lan as I thought that might help but to no avail. This is not overclocked in anyway and the only other hardware is as follows; MSI geforce 4 TI 4600 Aver Media TV Studio Promise ata133 Raid card with 2 40gig Seagates set to stripe (both set as master one per channel)
Summary: I have the same problem, the computer shows no errors, it just seems to reboot with out any problems. It doesnt happen all that much on my computer so there is really no need for me to worry about it....
