My scroll bar and down arrow on face book, only, went away. I upgraded to IE 8 and it is still not there. No problems with anything else

I do not use facebook, so I dont know what scroll bar you mean nor can I tes this, but have you tried running the website in "Compatibility Mode" that will help display websites with quirky code.
