Pull the power cord from router and hold out 30 seconds before plugging back in.

Few things. One is you need port 80 open, reset of router may fix that or you might have to use web interface to see if you have that computer firewalled.

You need a working system. If it did work then try a restore to that date.

You need a way to translate web page names to actuall IP address. Check dns and dhcp settings in network interface card. Be sure they are correct. If you can access a page via IP address then your issue is dns.

Try a "Repair" on the NIC card. Use support page. It does a lot of things in one click.

Thanks for all your help. Unplugging the router does not work. Can you tell me how to access the NIC card to try a 'repair'? Also, how do I use web interface to see if it is firewalled? I dont have any problems with my connection and I am the host computer. She had internet, but one day it just stopped working and we dont know why.

Rosie,
Those who are interested to help get very little information about your Network:-(
We know your PC has 2GH Processor , 512 MB RAM and runs WinXP Pro. We also know you have a Router made by LinkSys.We don't know anything about the Second PC EXCEPT that it cannot access Internet via IE but can get IRCs like AOL IM. Based on the mention of Router and NIC in the latest post, it is safe to assume you have a broadband , either Cable or DSL.
Since you mention your PC is Host, I presume you have made some Internet Conecction Sharing (ICS) using software. We don't know anything about Firewalls and Antivirus in both PCs, and whether the second PC has any Antispyware installed and mesures taken to prevent Browser Hijacking.

Assuming that the other PC has the same OS and similar Hardware including NIC that is working (= both hardware and Driver OK], It is a Wired Network using Wired Router using Ethernet cable, and your Broadband ISP is letting you have a Dynamic Host Configuration Protocol (DHCP) you might try the following.

1. Check Second PC's Device Manager [ RIGHT-click My Computer > Hardware>Device Manager if Win2k or XP or My Computer >Device Manager if win9x]and open Network Adapter cluster clicking its Plus (+) and see the NIC (LAN card) is flawless.

2. If it is not OK [ example error flags like Yellow Exclamation point, Red X, or no name at all for NIC] you need to rectify the problem either Driver or hardware.

3. If NIC is physically and software -wise connected to the PC, check if it can communicate using IP config and Ping:

a. If Win 9x OS you need to launch MS DOS from Programs if Win2ki or XP, click Start>Run and in Open type CMD and click OK to get the DOS window.

b. Type in at the end of ">" without any space, IPCONFIG and press ENTER [Return] key

It must respond with displaying that PC's IP address , Subnet mask, Default Gateway.

It means your NIC is configured OK. If not, need to analyze the problem.

c. Next you may check the same on your own PC ("HOST")

d. From the Second PC Ping your PC's IP number. At the Prompt (>), type PING and hit spacebar once and then type the IP number EXACTLY as seen on your PC's IPCONFIG window and press ENTER.

c. If your Homenetwork is all properly set you must get a postive response of 4 packets sent and received without packet loss on the DOS display.

If this is not working you need to Resetup your SOHO Network.

d. If your network is OK, try the following:

In the second PC, Open IE> Tools> Internet Options...> Connections>Lan Settings> and make sure there is a Check mark (Tick)in the box of Automatically detect settings>Apply> OK

e. Reboot PC and try again.

If this does not work Make sure the second PC is 'vermin free' by an Antivirus program and then Microsoft Antispyware, Adaware, Spybot S& D etc run in sequence.

Hope this helps.
M
