These computers used to be part of a Proxy? Network. They? had the Desktop folders and Favorites set to be somewhere else on a shared V:\ Network folder.
I modified the registry to make it not look at the V:\ drive, but it still won't let me save any favorites. Somewhere there is still something that is telling it that the Favorites folder is somewhere else than where it really is.
If I create a new User profile, the Documents and Desktop and Favorites TRIES to be located on a V:\ drive, but there IS no V:\ drive. There must be some configuration file that is forcing it to still look for this network drive.
Is there a way to fix these machines without reloading XP?

You can change the location of those folders (and others) using Tweakui. Do a search for it and download it. It's a free Microsoft utility. You will find the option in the 'My Computer' tab.

The only configuration file in use is the registry. It's quite a tricky task to manually alter the actual and/or default location of the Favorites folder. TweakUI may do the entire job for you, and is well worth trying. If you post back the registry keys you changed I may be able to identify any you've missed.

I agree with Rambler. What Reg keys did you change? Did you also change the HKCU key for each user to point to the proper location of the Favorites? You also say it won't let you save any Favorites. What new folder are you attempting to store the Favorites? Users may not be able to write to that folder.

I only have one user on each of these machine. I tried going in as Administrator and creating a new user and then deleting the old user, but when I sign in as the new user, it comes up looking for the V:\ drive for these folders and with IE Options set to look for a Proxy server.
There must be some Registry key set to Proxy (Yes) and the Server value.
These are from my other machine that DOES work right. I think these are the correct keys that I modified.

The vital one you've missed is in HKEY_USERS - if you navigate to the "Shell Folders" key for each profile you'll see the default setting with the profile name included in the path. My Administrator profile is:
HKEY_USERS\S-1-5-21-1576211963-1956343007-1046229468-500\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell Folders
and of course it's set to C:\Documents and Settings\Administrator\Favorites
The default is overriding any changes you've made elsewhere.
