Comment:

I have a LG GSA-4040B dvd burner that needs to be manually coaxed to work in windows.

when you boot up it doesn't see the DVD Writer, however, if you open Device Manager, highlight the computer name and refresh, it will scan for hardware and find the DVD writer every time.

How can I get Windows to see it on bootup?

try updating the dvd drive firmware.
at http://us.lgservice.com/ click on "device driver" then "dvd-rom(writer)" ,on page 3
is the firmware update for your drive.
the latest is GSA4040_A304.exe
