no boot, safe or windows

When I try to boot up all I get is the mouse cursor. Safe mode scrolls drive files then four corners w/"safe mode",mouse cursor. Windows does the little windows loading screen, then black screen with mouse cursor. This originally started when I tried to boot in safe mode for the first time on this machine(F8). Any ideas?
