New XP SP3 SetUp - Outlook Problem

Specs: Windows XP
I have been wrestling with this for about a week now.
I have a clean, refurbished Dell Optiplex with a fresh install of Win XP Pro SP3.

I have installed Office 2007, and I set up the mail as I always have...(many many systems...many many years) This is my first experience w/ SP3, and I don't know if that is part of the problem.

Outlook will send mail, but does not rec'v.

I can access any mail sent to the address via WebMail.

Has anyone dealt with this situation?

The service pack won't make any difference - it's almost certainly
just settings within the program. Try the 'test settings' button
when you're setting up the account, this should give you an error
message telling you where the problem may lie. You could also
try setting up another account from scratch, just in case it's a
setting you changed without noticing.

review your ISPs port settings. Specifically the pop3 port [outgoing mail]
