New Xp/ internal modem won't connect

I have a 2 month old Compaq w/Xp, 1.5 ghz Athlon, 528mhz, w/ a PCI Platinum v.90 modem. My internal modem will not connect and I get an error message "678 Remote comp not responding". I've had my phone lines checked, the ISP say it's the computer and Compaq say it's the ISP. I could connect for two weeks before I lost it again. I am currantly using a 33k cardinal ext. modem that works fine (but slow). I tried a 56k external modem but it fails to connect too. On both 56k modems, they send a feedback through the phone line that clicks in my phone when I'm off line. The motherboard was replaced n/c already, about 3 weeks ago. I need better help than my repair center. Please Help!

you have to uninstall all the modems and remove them and their software. reboot and go to add hardware. reinstall the pci modem using the hardware wizard and install the modem driver when prompted. i had the same problem you have to check you modem software. you need to use the driver for 2000 windows for XP.
