Right click on your taskbar, select properties, select start menu, select customize, select advanced, take the check out of Highlight newly installed programs.
Get Tweak UI for XP http://www.microsoft.com/windowsxp/pro/downloads/powertoys.asp After you install that, open the program and select Taskbar, now take the check out of Enable Balloon Tips.

Right click on task bar. Click Properties. Start Menu tab. Customize button. Advanced tab. Uncheck 'Highlight newly installed programs'. Click OK, Apply, OK. Problem solved : )
