installed new hard drive loaded windows xp fine but now it will not detect some of my hardware like my monitor driver and ethernet driver and went device manager and saw both video controller(vga compatible} and ethernet controller have question marks next to them.

Hi! Well you are experiencing the usual... You need to find out who manufactures your devices, like your motherboard, and any addon cards. You can find the manufacturer info by looking at the boards and looking for manufacturer info.
Once you find that, you can go to their websites and download the drivers.
The WinXP install disc only has drivers for some of the most popular hardware...

Go to Dell's website Support and enter your Service Tag number. It's on a sticker on the back of the machine. You will then be able to view your system specs and download any and all available software for your machine.
