networking issues and permissions

I have a problem and I will be as detailed as I can.
I have recently networked 3 system using a d-link 704p. All 3 systems have XP installed on them. I can succesfully see all 3 systems in my network configuration. There are no passwords set up for any of the systems.
Here is the problem. I can see each computer and the corresponding shared drives on the other systems but I can not access some of the drives. For example, I have one system with hard drives c,d,e,h I can browse h fully, but when I try to browse the folders in C it tells me I dont have permission to. I noticed when I enabled sharing on the hard drives a couple of them pulled up a window and said it was enabling permissions with some graphic.. the C drive did not, but I have it configured for sharing and the sharing icon is displayed. How do I gain full access to the C drive. I have restarted. disabled and reinabled sharing but nothing seems to work. Why would some of the hard drives enable permissions and some not?
