Get TcpView from SysInternals (free)
TcpView (SysInternals)

It will show you real-time info about the connections that your computer is making, and it has a DNS name-resolver that will turn those IPs into readable DomainNames. If you want to find out to whom an IP belongs, then check it at the IANA database for the region that the IP comes from:

http://www.iana.org/ipaddress/ip-addresses.htm

For example, if the DomainName ends with .be (=Belgium), then click the link to the RIPE database and enter the IP in their searchbox. Sometimes, you'll have to guess what region the IP/DomainName is from.

localhost is a placeholder for the name of the computer on which a program is running; localhost uses the reserved loopback IP address 127.0.0.1.
