Netowrk Card Issues

At my house we have a three PC network. We haven't had any problems with it until this past week. For some reason one of the PCs, which is Win XP, is unable to see the other PCs on the network and it is unable to connect to the internet. When you open IE down in the lower left hand corner where it shows what site it is trying to open all you see is a constant flashing of some web site, flickering. I have tried deleting the network connection and re-creating it. I have unistalled and reinstalled the NIC card. I have cleared out all the Internet options and deleted temp files. I have unistalled any wierd software. I have went into Msconfig and deleted out startup files not needed. We have also ran a spyware program to remove any pop ups. Nothing worked. I thought well maybe the NIC is bad. But it has a connection light and activity. I also noticed when i unplug the patch cable win XP notices that it has been uplugged and dialog box will pop up iun the lower right hand corner. Then when i plug the patch back in, Win XP realizes it as well and it shows that the network connection is still good. If i run IPconfig it doesnt pull an IP Address - is it a bad NIC or what?
