net speed slow to 1/kb downloading

i had been worrying about net speed for a week,my net downloading speed is about 60kb/s ,and speed got so slow down to about 1 speed all the time,then i understood,whenever i open flashget and start downloading a software in it my speed got as slow as above,and i stop, then speed got to fastest as 60 or more what is problem,is it flashget?plz solution.thanks a lot

Try a speed test site first. Install wireshark. See resource monitor. "Best Practices", Event viewer, host file, perfmon, are in my top 10
