My Win2k server has 3 new xp pro pc's connected to it along with some 98se's. The xp pro PC's show a red x on the network drives right after the pc's stabilize from their bootup. If I wait a few seconds, I can click on the network drives and see the contents and the red x disappears, but if I try to launch a program on that network drive before "manually" connecting, it won't see it.

You may be having some name resolution issues. Check DNS and/or WINS(must have since you are using 9x).
