Need to edit system.ini

I can't load Windows, but I know how I can fix that. I just need to know how I can start the command prompt so I can edit system.ini. Please can someone help?

You cannot. You have not registered your machine copy of XP.

When I got my pc from PC World. It is a Fujitsu-Seimens, it came with Windows XP Home Edition. I cannot find the cd, which may even be a DVD can't remember now, for Windows XP. I was trying to get rid of some Spyware and I have read that their is line in that I need to change:
"At that point I typed cat Userinit and lo and behold, up came C:\WINDOWS\System32\wsaupdater.exe... I don't know what company replaced userinit.exe with this entry, but I don't think I like them. At any rate I typed ed Userinit and at the prompt [C:\Windows\System32\wsaupdater.exe] I typed C:\Windows\System32\userinit.exe and hit enter."
I deleted the file wsaupdater.exe before I restarted the pc.
