Need batch program to convert XLS file to CSV

I need assistance in converting a XLS file that has a first header row to be converted to CSV file format using - DOS / Batch Program.
Sample file name:
20080701-20090710_USO OBI 867.xls
Required file name:
20080701-20090710_USO OBI 867.csv

In actual renaming the file changing the file extensions will not help. Ideally we open the excel file and use FILE menu and SAVE AS option to select CSV format - which would have a perfect CSV file ready to use.

Please assist - its urgent.
