From your lack of info question, I think this is what your after?
Run this batch file from the command line to empty your bin.

rmdir /q /s C:\Recycler

Note: If you have multiple drives, then replace C: with that drive letter.

Yes, that is exactly what I was looking for.
Would there also be a way to add a DOS command line at the end of the BATCH file, that would also reset the recycle bin's icon to "empty"?

A temporary solution is to click on a empty space on the desktop and press F5 to refresh the Recycle Bin icon.
